The scenario creator
Open it with /firescenarios (permission gated). Rename the command with Config.Scenarios.OpenCommand.
Unlike the tablet, the creator has no keybind — it is an admin tool, so it is deliberately command-only. It is a live in-game builder — everything you place spawns for real immediately and stays visible. There is no throwaway preview mode.
Getting started
The builder on the right opens locked — blurred, with only a close button — until you press New, or Edit a scenario from the library.
Give the scenario a name, category and AOP, then pick a type under Add to scene.
Placing things
Place fires, smoke, props, peds and vehicles, each with its own settings panel: fire type, flame count and spread; model; ped role; ped scenario; trapped occupant.

- For props, fires and smoke, Tab confirms and immediately starts another copy — so a row of cones does not mean going back to the menu each time
Finding models
Model and scenario boxes search the full game lists as you type — every prop, ped, vehicle and ped scenario, with your Config.Scenarios.Palettes pinned on top. Anything you type that is not listed is used as-is, so add-on models work.
Selecting and editing
Click any item in the list and it is marked out in the world with a pointer above it. A fire also shows the disc its flames will cover, so you can tell which of six fires you picked before you move anything.
Its settings open underneath, and Apply rebuilds it live. Move, Duplicate and Delete are there too.
A fire also has Randomize layout, which scatters its flames afresh. Each fire carries a layout seed saved with it, so the fire you previewed is exactly the fire your players get.
Free Walk
The lock icon next to Live hands the controls back so you can walk around the scene with the editor still up. Press Tab (WalkReturnKey) to come back to it. Locked = the editor holds you, unlocked = free walk.
Each library card also has a crosshair that teleports you to its saved centre.
Building safely
Everything you place is indestructible while you build, and so are you. A wrecked vehicle is spawned with its engine health at zero, which in GTA means it catches fire and explodes on its own — and an explosion mid-build would start a real incident on the scene you are making. The saved scenario keeps whatever health you set, so it still burns properly when it actually runs.
Rescue objectives
Mark a ped's role as Victim, or tick a vehicle as Trapped, to make it a rescue objective. See Rescue.
Saving and sharing
Save keeps the scene open and live in the world so you can look it over and keep editing. Scenarios are written to scenarios.json in the resource folder.
You can export and import scenes as JSON, search the library, and flag Include in random rotation to add a scenario to the random pool.
Running them
Run starts a saved scenario now; Stop ends a live one. Multiple scenarios can run at once.
The random rotation
Every Config.Scenarios.Random.Delay seconds the server launches a wave of eligible scenarios — matching the current AOP, weighted by each scenario's weight — LaunchMin to LaunchMax at once, up to MaxConcurrent in total.
A scenario that just finished sits out Cooldown seconds before it can be picked again, so a small library does not restart the same incident over and over. Give the rotation more scenarios than you want running at once.
Toggle it with /enablerandomfires [true|false] and set the patrol area with /setfireaop [AOP] — both also on the tablet's Command tab.
